I wonder if I prove my point how that would stack up in court if I decided to save water by using my hosepipe to wash the car during a ban. I can collect a large water butt FULL of water in 10 minutes of average rainfall from only part of my roof area. Each water company has their own rules about allotments so the best thing to do would be to contact your local water company directly and ask them. But as far as I know this would only be considered if there is a general hosepipe ban in your area first. I heard there is going to be a hosepipe ban on allotments this year, can you tell me if this is correct and if so, when it will come into force.
